What's the difference?

Quick question. In setting up custom 404 redirects I've always done them at the server level through IIS. I also know that this can be done through a custom 404 page.

What's the difference between the custom-404.htm and doing the custom 404 from within IIS?

Well, I answered my own question, and not a smart one at that! The custom 404 page is the same thing we've been doing for years. We usually just point all 404's to a site map. In this case, the person was wanting to point all 404's to a duplicate of the site map named custom404.html. I saw no advantage to this so kept it as we always have. I did see a disadvantage of having duplicate content. The custom404 that they set up was an exact replica of the site map.
