Those smaller directories can be a real benefit if you are selective. For instance who knows "La Toile du Québec"? ... One thing is for sure, Quebequers does, with about 25 % of traffic to my local sites. Other smaller, local, specialiced or business directories can also bring loads of traffic and good references.
Of course pages called "Free For All" are worthless nuisances. But if any is selective with smaller directories, he can get a big benefit from it.

But not a lot of the junk that's included in the submit to thousands automated programs. People are warned to use web-based email accounts with mass submissions. There's a big difference between quality directories and off-beat search engines that spring up.
A good directory is worth paying for. And what's pre-screened at ODP is not the same as the random lists of search engines included in some of the software out there.
Lets also mention some other evil side of auto-submitters : They are killing some directories. How many times did we hear from a member here he had to shut down his specialized directory because he was flooded with junk submissions. Simply because his directory was added to some some auto-submitter script.
