Your time and money is better spend on improving your results on the important SE's.
Here is a list of programs I put to gether when I was doing research on which program to buy:

I bought Submitta at first, but then got a refund because I was unhappy with the reporting. They should have fixed that by now and they do have a free version.
I didn't want to spend much, so I finaly bought MGAWEB, but have not been 100% happy with it.
At this point I think I would buy Adweb. I read a great (no affiliate link) review from another SEO, and he mentioned all the main features I want.
And I've seen a number of nice reviews for Top Dog.
The main thing is to get a program that operates in "stealth" mode. And if you can get one that has SE submission rules programmed in, that is a big plus.

One SEO I exchanged posts with about 3 months ago swore by Adweb. He felt they really had done a good job with giving the pro what they need as far as stealth, constant updates, spam avoidance features, etc. I've been thinking of reviewing it again as an upgrade from the MGAWEB that I own.
Since I submit to about 160 SEs and Dirs I'd really like to automate all the submissions that I can and hand submit everything else. I'm not sure if this system will allow me to say my URL, but I have a links page on my site with all the places that I submit and then some. Visitors can use it to submit their site or download the Excel spreadsheet that also allows you do document submissions.

Submission via any auto-process is very bad. The lack of traffic you will generate from most of these sites will not make up for what you will lose by being banned from most major search engines. Linkpop (and PR) means nothing compared to ranked position, traffic and qualified visitors.
Should you choose this route... ENSURE BEFORE YOU SUBMIT TO ANY OF THESE SITES "AUTOMATICALLY" THAT YOU MANUALLY INVESTIGATE EACH ONE FOR THIS POTENTIAL.
Google shows you via the googlebar which submission sites to avoid.The remainder, you will have no such luxury.
The list of systems that I mentioned in my post above has not found to contain any that cause excessive spam, but you will get some.

I have difficulty believing that a link on someone else's site, however sleazy & spammy, will get you banned from a major SE. Wouldn't unscrupulous SEOs (as opposed to WMW members :)) simply submit all of their competitors' sites when they identified one of these black holes? Pretty soon the entire web would be banned. I suppose if 90% of your links were from spam sites a filter of some kind might kick in, but how can a SE hold your site accountable for what some other site chooses to list? I think if Google identifies a spam site, it assigns it PR0 - at that point, linkage from the PR0 site does nothing to boost the linked sites, frustrating those who were tring to boost their own PR, but not harming those who didn't even know they were listed.
