Are programs like AddWeb, WebPosition Gold and Agent Web Ranking worth it? Do they even work?
What about websites that offer similar services such as netmechanic?

collect some inbound links and let the spiders follow them, always good to have your site in dmoz.org It will often lead to inclusion in FAST, Google, Google, Inktomi, Teoma and Altavista.

It is always best to let the search spider find you on it's own by folowing a good link to your page. As lazerzubb said try and get an odp listing and that will help out no end.

I agree that it's best and most effective to get found through links, but I still submit. Never, ever with software, always by hand. To minor ones, which I don't bother with, I might use an online submission. I never do, but wouldn't rule it out. But not major or important search engines.
