My ISP offers me the facilities of a program that I can submit my site to 7000 or so search engines. Is it true??? What should I expect from such a program???
Also is it any better way than a meta tag???

A lot of spam in your inbox, submission to FFA link farms and numerous, worthless engines and directories.
Better than a meta tag?
Meta tags won't get you a better ranking. Clean code and good content works best. Work on quality inbound links, preferably with your anchor text, use good titles and headers and develop quality content. Get your site in ODP. Keep scripting to a minimum, develop a good navigation structure and keep your content updated.
Make your site worthwile to surfers before considering search engines and when and if you decide to submit, submit your site by hand.

You really have to hand submit to do it right and that takes a plan. Write out a plan for yourself. Mine looks like this:
Directory:
Category:
URL:
Title:
Description
Date Submitted:
Date Accepted:
Special Notes:
I start with the most important and I work down the list, always adding to it as I find new and useful directories to submit to. With some of the next level you are often asked for keywords as well. Make sure your meta tags are good and in place for these second levels because they sometimes pull from them for the results.
Also the case for link popularity. If you are wanting links from other similar web sites, and email them en masse, then you want to make sure youre not spamming people with a "nice" request to get a link on their site. Keep everything in order you dont do it twice

one of the best ways to get recognised is by links on other sites, the more "authoritive" and "important" the site, the better. People look "up" to these sort of sites, and if they see your link, they might put it on their own site too.
Same goes for robots. Get a link on another site, then youre on the "web" map, and spiders will progressively increase their visits to your site :)
