I believe this is the spider for a Chinese SE, although a search on Google for "WebGather" turned up several references, among those a Japanese proxy server User Agent, a CERNET research spider, and others.

The IP is Chinese, so I believe it's from the Chinese engine.

Anybody have any other IPs from this engine?
