Has been showing up sporadically for a few years (originally from other IPs), but I didn't notice until recently because they started out with header deficits that put them in the out-of-sight, out-of-mind bin.
Now, to be scrupulously honest, they did
once ask for robots.txt, back in April. Thanks to those header deficits they got the minimalist Disallow-everyone-everywhere version and--plot twist!--made no further requests. But by July they had apparently forgotten that robots.txt is a thing, and proceeded directly to requesting pages. And, alas, by this time they had unfortunately improved their headers.
