Probably not. My 403 page comes with a stylesheet which everyone is allowed to get; it's one way I identify wrongly blocked humans. I've never* had a css request--or a favicon request--from this /16, but great numbers of robots. Some claim to be BaiduSpider, but I think this is just China's equivalent of a robot claiming to be Googlebot in the mistaken belief that this will get them in the door.


* Where “never” = calendar year 2019 on one site, because I didn’t feel up to deeper delving.

it's also possible they've implemented some kind of web accelerator for their smartphones. much like google does for quite some time now.

on the ther hand few days ago i also experienced a huge influx of incoming connections that resembled that last century's SYN flood attack. and most if not all of that traffic to my surprise was coming from the cloud providers like digital ocean, amazon and also smaller ones from europe. still puzzled, just blocked all that stuff temporarily.
