Some IP lookups tell me that an IP like 35.247.9.x belongs to AS15169(35.244.0.0/14) which is Google (googleusercontent). Other information I get say that 35.247.9.x is in Ann Arbor and belongs to Merit Network.(which if I recall, Merit was operated by U-Mich). I'm guessing that 35.244.0.0/14 does belong to Google, but puzzled why the linkage to Merit / Ann Arbor?

That looks like part of Google's Cloud Servers, it is listed as "Direct Allocation" which means Google's customers can control a chunk of IPs. Merit Network could be one of those blocks? Whois lists their reference as https://rdap.arin.net/registry/ip/35.208.0.0

That full range (updated 2018-01-24) is shown as:
35.208.0.0 - 35.247.255.255
35.224.0.0/12, 35.208.0.0/12, 35.240.0.0/13

It’s one of those /8s that originally belonged to a single owner--in this case Merit--and is being sold off bit by bit to The Usual Suspects, such as AWS and Google Cloud. If you find conflicting information for any given exact IP, go with the non-Merit one, as it will be newer.

Twenty years ago, Merit was a state-run (MI) internet provider through the public library system (1st provider I ever had).
With the advent of rural internet during the Obama Administration there's no longer any need for Merit.
