If it's a URL tester, it might be a less-respectable cousin of the Xenu Link Sleuth, since Xenu does read and obey robots.txt

Met them the other day at my test site, which is IPv6 ... and which it is very unlikely anyone is linking to, seeing as how it has approximately zero content and is intentionally ugly:
2a01:cb19:8712:9800:et cetera
resolves to France Telecom.
