... and this is not one of those robots that sends a neighbor in plain clothes to get robots.txt. I found it snuffling around my test site sporadically over the past week. Cross-checking reveals that it first showed its face on the 23rd on assorted “real” sites--again, both http and https--where it was just another out-of-sight, out-of-mind 403.
