I have several sub-ranges blocked in that range, plus a few more unblocked. Any clue as to a tighter range, please?

Sorry, no. I'm on mobile for the next day or so & can't do anything more specific.
cogentco is a pretty big block on the East coast of the US. PSINet controls a significant amount of those ranges for corporate use, including server farms.
I may have info on that PSINet range somewhere in my notes back at my desk, but I'm quite a ways from there currently.
Can you please post that range & CIDR without using letters.

I think it would only be a violation if you said, f’rinstance, 38.99.62.80/32. Otherwise it’s still a range--and when the range is smaller than /24 you have to supply the last digit in order to define the range. Admittedly it is not very common for an offender to be limited to a <24 sliver while other parts of the /24 are benign humans.

For our purposes in this forum, any *range* is OK to post explicitly. The IPs to obscure are the individual computer assignments, whether through an ISP or directly assigned.
