I think there's been discussion about this before. While Choopa is the Parent, Vultr Holdings seems to be their hosting subsidiary. I block it all myself.

I just ran into humanoid (FF 38) scrapers from a different Choopa/Vultr range. Whois looks so skimpy on these results:
Choopa, LLC CHOOP-1 (NET-66-42-64-0-2) 66.42.64.0 - 66.42.127.255
Vultr Holdings, LLC NET-66-42-64-0-23 (NET-66-42-64-0-3) 66.42.64.0 - 66.42.65.255
That was the entire result. Usually I get some long list of dates, addresses, contacts with the results.

ICAN and other registrars have (finally!) removed contact details due to compliance with GDPR. A bit late for most of us, though, as we've had our email addresses scraped from stupid ICANN for decades. :(
