They're not related to WordPress mShots are they? That's the most frequent thing that comes up when I search for the IP in logs. (I also find something calling itself Photon that gets individual images. Shrug.)

Doesn't look like it, judging from the link.

It appears to me to be a private WP site running a bot to scrape Twitter posts for content to post back at the WP site.

I've always blocked all variations of WP. The CMS admin has a utility to scrape content which I've protested for years.

This *may* be a tweaked version of that.
