I thought this sounded familiar but I had to look it up before I remembered why. D’oh! It's because Seznam's preview (“screenshot-generator”) added the “PhantomJS” element to their UA string a couple years back. In fact it must be used by any number of unrelated operators, ranging from the clearly malign--first stop was a request for /administrator/--to ones that look more like human browser addons.

Admittedly I've never met them from 130. Loads of other places, though.
