Didn't you once say that you block the string "seo", case insensitive, in all user-agents? :)

Yes I block seo but allow a couple through.
Unknown... could be a kiddie playing around with a bot script from git hub customizing the name to advertise his/her site or could be a start-up biz using their ISP until they get going. Some ISPs also lease compute ranges. Didn't see much else in the whois than just the ISP info.
Their webpage says

...then a list of links w/ site description; pedestrian at best.
