Leaseweb/Comcast connection?

I've been blocking a block of IPs for Leaseweb (207.244.64.0~207.244.127.255).

One of our partners has been complaining that he's being blocked when he tries to access the site. His public IP is in the range. He says he's using Comcast.

Does anyone know if there is some connection between Comcast/Leaseweb?

I suspect he may be using a mobile device and/or app. There are several mobile networks in that Leasweweb range.

While the user may connect to the internet with Comcast ISP, the app uses it's own range. For that Leaseweb range, I allow the main mobile UAs: Android | iPhone | etc...

If he says he's being blocked while using a desktop browser, then it must be something else, like a VPN. Maybe a work computer for a company using Leaseweb.

I'm not aware of any Comcast proxies or leased ranges within that Leasweb range. Comcast is not listed among Leaseweb's partners.

Thanks for the info! I suspected a VPN or proxy, but he claims he's not using one (although I suspect someone else setup his computer). I doubt he's using mobile (mostly uses for posting lengthy posts), but I'll ask.
