PantechP6030 has a Display Display Size of 3.2 in. and a Resolution of 320 x 240 pixels.
I just looked at of of the fully responsive sites on that resolution and Oh My.... These are Android Based products.
Pantech does have a Tablet at 1024x768 though...."which was made to stand up to whatever life throws at you". Not sure what the UA is for that one but if similar as you show it would not pass the UA blocking routine on sites I manage.

Yes they seem to be a lower-cost line of mobile devices and as such may not have the cutting edge specs.
