I've also seen them from Hetzner
176.9.9.abc (January and February 2017, both /1.0.2)
148.251.48.abc (July 2017 and just now, both /1.1.0)

In each case, the request is accompanied by at least one other request for the same inner page from the identical IP. In fact, the most recent ones--spread across many months and two different IPs--have all been immediately followed by
Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/538.1 (KHTML, like Gecko) splash Safari/538.1
where the (blocked) page request is accompanied by requests for the CSS (but no other supporting files) that go with a human 403.

Is this UA employed for any law-abiding human purpose?
Not IMO as a website owner. I don't want 3rd parties framing my content to display it on their site. I consider that copyright infringement.
