Dunno. It sounds pretty noir to me. And yeah, I've seen the same thing occasionally, along with forms like
User-Agent: User-Agent: Mozilla {more-stuff-here}
or the ever-popular missing line break between header fields, as in (picking the first specimen that comes up)
Accept-Encoding: "gzip, deflate"Content-Type: application/x-www-form-urlencoded; charset=UTF-8
