I've never thought of packets (or seen a reference in this capacity), however given the diversity of mobile devices and networks in 2015 not a bit surprised.
No idea how this traffic would be beneficial to a website?

Blocked by me since before 2010, when my proper records began.

Range blocked: 67.43.144.0/20 with specific reference to Loud Packet.

I had a previous Loud Packet range (2006) that was a subnet of Global Crossing.
Today that net and subnet are Level3.

Thanks. I have that whole /16 as broadband, with only two IPs temporarily blocked a couple of years ago.
