This is one of those questions where the inevitable follow-up is: Would you be able to get into your own site? A fair number of WebmasterWorld members use proxies or some type of obfuscation to protect their own privacy. A fair number of WebmasterWorld members block all requests from {proxies etcetera as above}.

At least ARIN has them in a big chunk (anyone ever met someone from 10?). Private assignments in RIPE tend to be a /22 here, a /19 there...

Sometimes there will be an X-Forwarded-For or similar header. Then you might get a better idea who you're dealing with.
