I've only seen them on sites that display contextweb advertising.

Certainly nothing of the sort here. One rarely-visited page got an unexpected flurry of activity culminating in a facebook visit-- but the contextadbot came before most of the other stuff. Interior page, no robots.txt.

Funny, I see them using 198.148.26.* and 198.148.27.* which is:

If you go to pulsepoint's website, it sure looks like an ad platform that would use a crawler.
