Range 64.56.224.0 - 64.56.255.255 blocked since 2010 as "servers". Might be businesses but a lot of open IPs.

Thanks dstiles. Looks like Primus (Echo Online) has a "Business Solutions" branch (primus.ca/business) offering various products, but also home connectivity. So for me it may be better to handle on a case by case basis.
