It purports to be a sort of search engine. Domain registered at godaddy two years ago. From the home page:

Found and displayed via ixquick's proxy. The site itself requires javascript, so that's a big no-no right there.

All the ips are registered as digitalocean inc which just seems to be a hosting company, seems like another unwelcome scraper, I blocked it and it an became quite aggressive trying new ips until it ran out.
