I have the whole of 178.32.0.0 - 178.33.255.255 blocked as being OVH, FR - although individual sub-ranges seem to be registered in different EU countries.

The range includes all sorts, from server farm to cloud. All of it is OVH so in my book it's rejectable. If it includes broadband then OVH are remiss in not segregating the /15 properly.
