This is just wrong:

If I didn't pass the user agent through htmlentities() first I'm sure my log file reports would've been real pretty with this thing in it.

Any request with < or > either plain or escaped and found either in query string or in path will generally be rejected.

I hope search engines are aware that html links found within an otherwise plain text page are likely to be spam when the page is a log file.

Interesting that suddenly there's a couple of user agents now doing this.

If this becomes a trend I think I'll scream.
