I've got NOC down as all of 184.80.0.0/13. Haven't heard any protests yet.
Now, if anyone has a complete breakdown of A202 and 203, I'll trade you 64.247.128-159, 65.181.32-47, the NT/NU parts of 76.9.32-63, and 216.126.240-255 down to the last satellite dish ;)

Most of these are server farms, however being more particular than most (Other criteria), I've a few added that others may wish to allow.
I have a few small ranges here which are validated real users (forum registrations with a long history of many legitimate posts): 184.0.0.0 - 184.7.255.255 184.22.0.0 - 184.22.255.255 194.174-191
If anyone's interested, I'll share them so you can exclude them from these larger blocks you have.

Over quite a period, I've had some real issues with Embarq users (despite their large coverage area). No subnet ranges are available and tracerts are ineffective for GEO.
Thus I deny most of their ranges and make exceptions for folks that contact me.
