I have the range 218.213/16 listed in general as DSL but 218.213.128/20 is blocked for server/bot-like activity. The rest looks like DSL but I'm open to persuasion. :)
Looking at adjacent bans on this range, I've discovered the Japanese SE GOO (ichiro-goo) running legit bots on 218.213.26/24 and 218.213.29/24 (first detected last month) and the older 218.213.130/24. Quite a bit of 218.213/16 seems to be "owned" by goo, specifically 218.213.24/21 and 218.213.128/20.
From those ranges and with that rDNS, it looks as if pflab is connected to goo.
