Found post in other forums going back to May about this bot, nobody knows what it is doing but it probably isn't good.

came in pairs from 3 different ranges
only from ips ending with 190, 180, 200, 210, 230, 240
so it's unlikely to be compromised user machines
most likely servers
no image, css, or robots requests
