If I have a website that shows local targeted content on the homepage based on the user's IP address, what locations will Googlebot see? Will it always see my homepage as the same city, or would it change (and how often)?

you already said it I think, googlebot will see content based on its IP. But you can simulate it, feed the code with ips from google you get (server logs) and see what the site shows.
Depending on the site content you could include navigation links accessed by spiders to display content of various locations.
