.Maybe I don't understand your message; maybe you're just marking this IP... but wasn't Teleport a common program some years ago?
This is not the software which downloads full sites following the links?

I'm reporting a UA that did not follow long-standard robots.txt protocol.

I was surprised to see the "Teleport" name again -- I recall it from old modem program days. But a quick search on the UA shows a scraping program with that name is alive, well, and clearly nasty seeing as how it:

- switch-hit UAs on the fly
- first attempted to retrieve a file that's never been on the site/server
- did not retrieve robots.txt first
- did not ID itself when it retrieved robots.txt
- did not heed robots.txt
