There's a similar and beyond date thread [webmasterworld.com] on this, that was focused upon favicon.

Anybody aware if the "Bing" in this UA is the MSN/Bing?
The IP range and provider is less than desired (to be polite).

From that range, I see only iPhone usage, with mycingular/ Wireless Data Service Provider Corporation as the provider.

eg:
mobile-166-137-138-nnn.mycingular.net

CFNetwork is an image grabber for Apple products most often used for retrieving favicons and icons for the iPhone. I whitelist it to these specific file requests because it can be used to rip any/all images form a site.
