Seems to be a distributed bot that charges clients to crawl for them. Claims to respect robots.txt and that seems to be true.

...it's unfeasible for us to go through our thousands of users and determine what each one is using 80legs for.

Missed that first time around. Sorry. Response: Krap. I bet you know what your users are doing, and why they are doing it, shiondev. Don't kid a kidder. Been there, done that.

Biz, on the other hand, is different. You want something? Contract with others. Fail to do that, get shut out. Attitude your side displayed so far, 80Jenn excluded, which means I'm off on the "tank 80Legs" pony ride. And I suspect a few others as well. I do love "word of mouth" adverts, and that there are more forums for whispers than Webmasterworld.
