I checked with NIC Paraguay and it says pythumbnail.py is not a valid domain name.

In addition to the somewhat obvious domain name, each page taken was the cover page for a tutorial.

That's seems like good evidence to me that it's making thumbnails of the pages.

The .py thing is not a ccTLD, it's a Python extension. And pythumbnail.py is a headless screenshot generator.
