Do you see a lot of "google.co.jp" referers, looking more like a bot?

I'm seeing a lot of "random" traffic from 122.208.209.nnn

Lately I've been seeing more and more visits from 122.208.209.nnn - the referer string is always "http://google.co.jp/" and the agent string is always "Mozilla/5.0" - that IP is in Japanese space from what I can determine, but I'm almost positive this has nothing to do with Google. The pattern of the requests sure looks like there might be some kind of data mining going on (seems useless to do it to ME, but that's what it looks like).

I hate blocking without knowing more about what I'm blocking, but I've come up empty on more info beyond the whois:

# whois 122.208.209.nnn
% [whois.apnic.net node-2]
% Whois data copyright terms [apnic.net...]

inetnum: 122.208.0.0 - 122.223.255.255
netname: usen
descr: UCOM Corp.
source: APNIC

role: Japan Network Information Center
country: JP
source: APNIC

inetnum: 122.208.209.152 - 122.208.209.159
netname: TK0005540104
descr: TENSOR CONSULTING CO., LTD.
source: JPNIC

I figured I'd see if anybody else can confirm this is happening to them and see how widespread it is. Also, if anybody has ANY info on whichever "Tensor Consulting" might be mentioned in the WHOIS.

I see this kind of thing in my logs analysis regularly and always assumed from the pattern of files taken it was a human doing the browsing via, most likely, a mobile proxy.

(I've blocked the unrelated but similarly-named .goo.co.jp for years.)

FYI re google.co.jp, from the front page of this site (Feb. 12):
