I hear alot of chinese ISPs won't ban scrapers, good enuf reason to 403 the range for me. The simplest explanation might be an email spam harvester.

Tho from china could be govt censors checking your site or others

If I get index pages hits that don't also collect the .jpeg embedded on my main page like a real user would, I generally immediately ban them. Maybe just ornery, but seems to keep the rif-raf who aren't actually browsing my page so have no reason I can see to be on my page IMO.
