These two UAs from Google kept hitting the same file several times a minute until it got blocked for abuse.

It's definitely from Google:

I know what the iGoogleGadgets UA is for now. What I'm at a loss about is how to stop it from abusing my server. Surely Google wouldn't let this thing hit a server so often that it affects performance. Thanks.

This is far from the scope of my "area of experience" but I have seen this used by some sites (saw it in the source code), and it was definitely abusing the system, but in a different way.
