I'd boot it simply because of all "+" signs instead of spaces in the user-agent; That's never a good sign. And if I still used a user-agent blacklist, I'd block it because of "download" in the user-agent string.

I think it's somehow related to Tencent QQ, a Chinese instant messaging service.
I see variations of that user agent every day, but without the plus signs.

After allowing whitelisted SEs, I block anything with "download, crawl, capture, spider, robot, proxy" and then some just to keep sneaking things trying to look like MSIE or FF out.
