New little creapy crawly

New little bot, doesn't read Robots.txt and just try's to take a page. It does understand 403, and seems to leave and come back every few days to try again. I am guessing possibility a link checker of some sort. I didn't find much on my searches for it other then log file reports.

generates.

Arin records shows this is an insurance company.
Someone please tell me what does an insurance company do with a Class A IP range (16.7 Million IPs)?
