Don, I was starting to feel left out since I didn't see this guy hitting my site so I checked my archive and found that the little pest had visited me a couple of times in the past.

Different IP address than you have, last seen on 3/26/08, both are operating out of Road Runner in the same geographical area so I assume his IP eventually changed and mine is the old one.

Bill,
I've a friend in NY with RR and his IP range usually stays the same (even though he's not using a fixed-IP). When it does change, it's always to the same alternative for a short, while and then back to the original IP.

My own IP range with SBC, generally fluctuates between two, however when the moon is just right, the numbers change faster than. . .

This seems to be an affirmed procedure in most North American iternet providers.
Wish Europe used a similar method, as I could open more doors.

Don

I'm using Comcast and I've held the same IP address for years at a time and suddenly wake up and can't log into my servers in the usual fashion as I'm no longer whitelisted.

The shortest I've held an IP was about 6 months.
