Ah ha...

It's an OCX or ActiveX control:

The Webster Pro Control is an easy to use Web Browser Object, complete with a configurable toolbar and status bar.

The control object is completely self-contained and does not use any other browser components or DLLs, so it is very easy to redistribute and install.

From a server it could be used to make screen shots I suppose or it's in some type of embedded app, or, heaven forbid, someone is just using the UA to scrape.

Installed a similar thing for a few hours one night.
The entire thing worked independent of OS and OS browsers.

Went to websites and downloaded materials.
Unfortuately it retained the downloaded files in a non-standard format and they could not be separated from the software and used with OS.
Thus I removed.
