No request for robots.txt, and pulled 1 page. IP appears to belong to a hosting company in California.

Doubtful... the IP shows the standard Apache setup page.

I'm aware this agent has been on many (old) ban lists, but since it usually only requests 1 webpage and rarely requests multiple files in same visit, it would seem to only be checking for link validity.

A search for this UA produces a couple other guesses that it is a link checking agent. I have seen it come from various IP addresses assigned to ISPs so the theory that it is a bot from a Cal University doesn't hold up. Still, no concrete evidence either way.

As Don points, out, this is an old UA; One that has never been properly identified, either by its owner/operators, or by others. Not worth the bother to add to a whitelist, IMO.
