User-Agent: in UA string

This seems odd to me, I keep seeing this in the logfile:

207.68.183.*** - - [12/Nov/2006:17:07:37 -0500] "GET /rss.xml HTTP/1.1" 403 - "-" "User-Agent: Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1; Q312461; .NET CLR 1.1.4322)"

I'd forbidden "User-Agent:" in the UA string since I've never seen anyone but troublemakers using that.. but look at the IP, it resolves back to Microsoft.

Any ideas what this is? They seem to only go after the feed as far as I've seen.

I also forbid "User-Agent:" in the UA string. It's always robotic form submissions. Never seen it coming from a M$ IP though, usually its Eastern Europe.
