Lynx is one of many Text based browser, which can be used from a command line in unix / linux based operating systems. It does not display graphics and usually largely ignores style sheets in the last version I used. And as previously stated by others, it is often used by people to aproximate what a webcrawler would see. There are window ports that have been made with varying degrees of success.

This version of Lynx is reporting that is built using libwww-fm Library to standardize access to web pages & form processing.

It also capable of handling ssl (https) requests, since the openssl Library is also included.

Which is why I block Lynx, it shows up rarely but I don't need my competitors looking at my site with a bots-eye view if you know what I mean.

From [answerbus.coli.uni-saarland.de ]:
AnswerBus is an open-domain question answering system (QA) based on intelligent information retrieval.
(...)
The author is also willing partially open the system to other groups for scientific research, student projects, NLP/AI/CL education.
(...)
Some universities and institutes use AnswerBus as an example QA system for natural language processing, computational linguistics and artificial intelligence courses.
Oh yes, someone out there needs artificial intelligence ...

BTW: 134.96.104.0/24 contains a lot of servers. Is obscuring necessary in this case, volatilegx?
