It a check by Google to for a 404 error code display page. My guess is on the domain this showed up for you put a Google Identifying File, so that Google Sitemap will authorise you for the site. This bot first showed up on my site on 8-03-06.
It first asks for a file
/google#*$!#*$!#*$!.html then
/noexist_#*$!#*$!#*$!.html which is its check for a nonexisting file to compair the first check against.
Google asked you as part of the Sitemap Process when you linked it to your Google account to put a file in a specific directory which it could later check to verify that you had control of that directory. All it is doing now is doing said check again.
