My expirary settings work, so why doesn't this "cache" bot cache?

Spoke with one of the developers at Carnigie Melon. My understanding is that even though P3P files default at a 30 day expirary, and I have these settings set again at my server, the bot will request them every 24 hours anyway. He did say that this frequency should diminish in the future. Ever notice how they're never at fault?
