Is 63.225.216.82 a bot?

It's slamming pages that don't exist

My site is getting a lot of hits from IP 63.225.216.82. It looks like a bot because it's crawling throughout the site.

What's annoying is that it doesn't seem to know how to deal with the base tag and keeps coming up with urls that don't exist. At which point it proceeds to hit the non-existent URL a dozen times or more before moving on to the next non-existent URL.

The browser being identified is IE 6.x and the OS is Windows XP.

Anyone know what this is?

Sounds like someone is running a home-made bot from their computer. If you want it to stop sucking up bandwidth, ban the IP.
