I did a search on google. Seems that the IP may be a dialup or a business on highspeed. Due to the rougue users of this IP it comes from

It/they visited two pages and no images loaded. I guess they could have been surfing with images turned off or left before they loaded, though the latter is unlikely because the graphics on my site are compressed.

Do bots ever download external css files?
The css file was downloaded on both pages.
