In terms of site optimization and spidering:

Which design is better or does it even matter?

www.widgets.com/bluewidgets.html
or
www.widgets.com/bludwidgets/ (index.html inside)

When submitting to google:

Is it better to submit

www.widgets.com/blue
or
www.widgets.com/blue/

or does it not matter?

Dependent on how large your site is -- the directory/file naming is rather small weighing percentage.

However, a good general rule:

directories - a single primary keyword were all files contained in the directory would use that keyword in it's keyphrase

e.g. -- domain.com/widgets/blue-widgets.html

domain.com/widgets/green_widgets.html

domain.com/widgets/widgets-for-trade.html

In addition the top level page for these second level pages would be best to be in the root and called

domain.com/widgets.html
